Discretionary Payments (DHP & CTDRS)

Discretionary Housing Payments (DHP) are available to help people who require further financial assistance to meet their housing costs. This may be because there is a shortfall between your contractual rent and the amount of Housing Benefit we can pay or because you have other additional housing costs. Council Tax Discretionary Reduction (CTDRS) is a payment that is made from a hardship fund to help with payments of Council Tax.

It is important that you are aware that these are discretionary payments. They are based on your income and expenditure and it is possible that you may not be awarded a Discretionary Payment. There is no right of appeal against this decision.

If you would like to apply for a Discretionary Payment please complete the following application form and provide evidence of all your expenditure. You will need to provide proof for everything that you state as expenditure on your form, this can either be a bill or bank statement.
